{"id":14673,"date":"2017-01-13T16:54:52","date_gmt":"2017-01-13T16:54:52","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=14673"},"modified":"2017-01-13T17:03:04","modified_gmt":"2017-01-13T17:03:04","slug":"scotlands-conservation-crisis-no-2-hes-53-sites-at-risk","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=14673","title":{"rendered":"Scotland\u2019s Conservation Crisis No 2: HES &#8211; 53% sites at risk"},"content":{"rendered":"<h3><a href=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2017\/01\/HES-Progress-Report-Jan17-e1484326966531.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-14679\" src=\"https:\/\/newsblogs.ihbc.org.uk\/wp-content\/uploads\/2017\/01\/HES-Progress-Report-Jan17-214x300.png\" alt=\"HES Progress Report 2017\" width=\"214\" height=\"300\" \/><\/a>More than half of heritage sites and monuments managed by Historic Environment Scotland (HES) are at risk, according to a recent report, as analysis of 352 historic sites and monuments found 89 per cent were exposed to \u2018damaging\u2019 environmental effects, though mitigation calculations can reduce the count to 53%.<\/h3>\n<p><!--more--><\/p>\n<p>The report, entitled \u2018A progress report on the conservation\u00a0and management of properties in care\u00a0of Scottish Ministers,\u2019 explains that it is intended to \u2018provide an update on progress one year on, in relation to the properties in care, with a particular focus on conservation\u2019.<\/p>\n<p>The report states:<\/p>\n<p>Initial results from the desk-top environmental risk assessment show that of the 352 sites, 89% are exposed to environmental factors in a way that is considered unacceptable i.e. damaging to the site or monument fabric (Inherent Risk: very high or high \u2013 see chart). Taking into account our site operations and maintenance regime (presence of site staff, conservation teams <em>etc.<\/em>) the number of sites classified as \u2018at risk\u2019 is reduced to 53%.<\/p>\n<hr \/>\n<p>The BBC writes:<\/p>\n<p>The <a href=\"https:\/\/www.historicenvironment.scot\/archives-and-research\/publications\/publication\/?publicationId=b39d1475-f7d6-482d-9f98-a6f600a894c1\">report by Historic Environment Scotland<\/a> found more than half of the 352 sites it manages are at risk from hazards such as flooding and erosion.<\/p>\n<p>It also said climate change and extreme weather were putting \u2018additional stresses\u2019 on historic buildings.<\/p>\n<p>In its report, which was commissioned by Culture Secretary Fiona Hyslop, it found that 89% of its sites were exposed to damaging environmental effects.<\/p>\n<p>Taking into account factors such as the presence of site staff and conservation teams, 53% were thought to remain at risk from hazards such as flooding and erosion, with 28 sites classified as very high risk and 160 as high risk.<\/p>\n<p>HES warned of \u2018resource challenges\u2019 as it estimated investment of \u00a365m would be needed over the next ten years to ensure the \u2018satisfactory condition\u2019 of its properties.<\/p>\n<hr \/>\n<p>HES writes:<\/p>\n<p>A priority for HES is the development of a comprehensive Investment Plan. The conservation element is a key part, but the investment plan will also address other HES responsibilities, including the needs of visitors and the conservation and management of the archives which we inherited from the Royal Commission on the Ancient and Historical Monuments of Scotland (RCAHMS).
