{"id":12960,"date":"2016-06-11T16:06:28","date_gmt":"2016-06-11T15:06:28","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=12960"},"modified":"2016-06-11T16:06:28","modified_gmt":"2016-06-11T15:06:28","slug":"new-research-questions-local-plan-housing-supply-claims","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=12960","title":{"rendered":"New research questions local plan housing supply claims"},"content":{"rendered":"<h3>A report by Indigo Planning casts doubt on the ability of councils to meet housing supply targets in England under current parameters.<\/h3>\n<p>The Planning Portal writes:<\/p>\n<p>\u2018New research has highlighted a gulf between the housing supply claimed by English planning authorities and the reality on the ground which depends on sites without planning permission.<\/p>\n<p>This assessment by independent consultancy Indigo Planning casts doubt on the ability of councils to ensure new housing will meet identified need in local plans which are central to the government\u2019s housing policy and, crucially, current supply targets. Councils now face a deadline of next year for publishing their local plans.<\/p>\n<p>The research found that:<\/p>\n<ul>\n<li>67 per cent of local planning authorities (LPAs) report being able to demonstrate five years\u2019 supply or more<\/li>\n<li>8 per cent of LPAs recognise they don\u2019t have a five year supply<\/li>\n<li>5 per cent of LPAs have no up-to-date five year supply data.<\/li>\n<\/ul>\n<p>The consultancy also noted that that 52 per cent of LPAs were able to demonstrate five years supply or more of housing sites.<\/p>\n<p>However this assessment also showed a reliance on sites without permission. This is what the researchers found:<\/p>\n<ul>\n<li>88 per cent of LPAs rely on homes without planning permission in the supply<\/li>\n<li>66 per cent of LPAs rely on homes without planning permission making up at least one years\u2019 worth of supply<\/li>\n<li>33 per cent of LPAs rely on homes without planning permission making up over two years\u2019 supply.<\/li>\n<li>Overall the average number of years\u2019 worth of homes without planning permission in their supply was 1.7 years.<\/li>\n<\/ul>\n<p>Simon Neate, chairman of Indigo Planning, said: \u2018The task ahead of local authorities in the next two years is huge. Even those with work well underway will find it a challenge to complete everything on time when resources are so stretched. \u2018In itself, the plan-led system is right.
