{"id":1198,"date":"2010-03-23T14:16:49","date_gmt":"2010-03-23T14:16:49","guid":{"rendered":"http:\/\/ihbconline.co.uk\/newsachive\/?p=1198"},"modified":"2010-03-24T14:17:06","modified_gmt":"2010-03-24T14:17:06","slug":"penfold-interim-report-released","status":"publish","type":"post","link":"https:\/\/newsblogs.ihbc.org.uk\/?p=1198","title":{"rendered":"Penfold interim report released"},"content":{"rendered":"<p>The Penfold Review, set up  to    identify whether getting non-planning consents delays or discourages    investment, has published its interim report.<\/p>\n<p>The press notice says:<\/p>\n<p>\u2018The report draws on evidence received following the call for evidence  that    was issued in December 2009.<\/p>\n<p>The Interim Report shows that:<\/p>\n<ul>\n<li>&#8216;non-planning&#8217; consents, in some cases, can  make or  \t  break investment decisions. Unforeseen and unnecessary delays  increase  \t  development costs and can have an adverse economic impact;<\/li>\n<li>there is no overall system of &#8220;non-planning&#8221;  \t  consents: they are fragmented in their ownership, their purpose and  their  \t  operation, making them difficult to navigate, especially for small  \t  businesses; and<\/li>\n<li>there is overlap and duplication between  planning  \t  permission and &#8220;non-planning&#8221; consents, which can add unnecessary  costs  \t  and delay.<\/li>\n<\/ul>\n<p>The Review is now working towards  recommendations for    change to streamline the system and reduce unforeseen delays and  unnecessary    costs for UK businesses and developers.<\/p>\n<p>The final report is expected to be published in the summer.\u2019<\/p>\n<p>To contact the Review Team, please write to   <a href=\"mailto:penfoldreview@bis.gsi.gov.uk\">penfoldreview@bis.gsi.gov.uk<\/a><\/p>\n<p><a href=\"http:\/\/www.ihbc.org.uk\/news\/docs\/PenfoldReview_interim_report%28final%29%2816-03-10%29%5B9%5D230310.pdf\"> <strong>Download interim report <\/strong><\/a><br \/>\n<a href=\"http:\/\/www.bis.gov.uk\/penfold\"><strong>Link to BIS<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Penfold Review, set up to identify whether getting non-planning consents delays or discourages investment, has published its interim report.
